National taskforces
The mission of our national task forces is to strengthen capacity at Member State level:
- institutional capacity in developing and delivering programmes,
- technical capacity in developing and implementing building codes,
- communication capacity in convincing the households and the other stakeholders to engage in building or upgrading energy efficient homes and especially in the case of deep renovations.
As the renovation of the building stock in Romania is of dramatic importance – as in most Eastern and Middle European countries -, BPIE launched in March 2011 a local task force to act as a catalyser for change. The objectives are to bring the various stakeholders in Romania together, establish a dialogue, define market barriers to overcome and finally to develop potential solutions that are adapted to the national market conditions.
Other local task forces are foreseen in the near future.
The first initiative of the local task force was the organisation of a workshop on March 24th at the Chamber of Commerce in Bucharest, gathering around one table key stakeholder groups such as governmental authorities (the Ministry for Regional Development and Tourism responsible for buildings policy, the Ministry of Finance and the Ministry of Environment), municipalities (e.g. City of Bucharest), the construction industry, associations for housing, employer associations, local banks and European financial institutions managing European funding (European Investment Bank and European Bank for Reconstruction and Development).
