Delivering the EPBD: A guide towards better, affordable and more resilient buildings for all in Europe 

With the 29 May 2026 recast EPBD transposition deadline approaching, Member States must act. BPIE’s comprehensive guide to delivering the Buildings Directive provides policymakers with a practical, expert-driven roadmap to turn legal obligations into real-world impact: fully decarbonised, affordable, and resilient buildings for all.

As the May 2026 deadline for transposing the revised Energy Performance of Buildings Directive (EPBD) approaches, Member States face a critical task: transforming legal commitments into tangible action. BPIE’s comprehensive guide, Delivering the EPBD, provides the tools and insight needed to meet this challenge head-on. 

Developed for policymakers at national, regional, and local levels – but also useful for industry, finance, and civil society stakeholders – the guide lays out a step-by-step implementation strategy for the EPBD’s most impactful provisions. It translates complex legal requirements into clear actions, complete with expert recommendations, real-world good practice examples, and numerous thematic “deep dives.” 

The guide’s four main chapters align with the EPBD’s overarching goals: 

  1. Strategic planning tools – notably, National Building Renovation Plans to map the path to a zero-emission building stock by 2050. 
  1. Renovation policies for existing buildings – including minimum energy performance standards and national renovation trajectories. 
  1. A new construction standard – implementing the Zero-Emission Building (ZEB) concept and lifecycle thinking. 
  1. A supportive framework – covering energy performance certificates, renovation passports, financial instruments, and one-stop shops. 

Crucially, social fairness is embedded throughout, emphasising the need to prioritise vulnerable households and address energy poverty. The guide also highlights how EPBD implementation intersects with wider EU priorities, including energy security, health, economic competitiveness, and climate resilience.
