ComActivate: Set of Services for the Community

As Europe works to accelerate building renovation and reduce energy consumption, local support structures are becoming increasingly important. The ComActivate project explores how Resource Centres (RCs) can act as trusted local hubs that help communities navigate the complex process of improving the energy performance of their homes.

This report, Set of Services for the Community, presents a structured approach for designing and delivering services through these Resource Centres. It outlines how local support centres can effectively assist homeowners, homeowner associations, and communities in accessing information, technical expertise, and financial guidance throughout the renovation journey.

The publication examines how tailored service packages can address key barriers to renovation, including lack of information, fragmented markets, financing challenges, and limited coordination between stakeholders. It also highlights the importance of building trust within communities and creating strong partnerships with local authorities, experts, and service providers.

Drawing on experiences from demonstration sites in Bulgaria, Hungary, and Lithuania, the report provides insights into how Resource Centres can be established and adapted to different local contexts. These centres act as facilitators, bringing together residents, municipalities, financial institutions, and technical experts to simplify the renovation process and support more ambitious energy efficiency improvements.

The publication also proposes a methodology for developing sustainable service models, helping Resource Centres continuously adapt their offerings to the needs of citizens and the evolving renovation market.
