Elektrėnai’s multi-apartment buildings are almost entirely pre-1990 stock, much of it Soviet-era construction with poor insulation and ageing engineering systems. Renovation support exists through national programmes, but lengthy procedures, rising material costs and grant requirements that many households cannot meet mean progress is slower and less equitable than it could be.

Developed as part of the ComActivate project, this Neighbourhood Energy Sufficiency Roadmap (NESR) sets out a locally tailored plan for the pilot area in central Elektrėnai. It combines a technical survey of the district heating-dependent building stock with an assessment of the social and economic barriers residents face, and turns both into a concrete vision, covering energy efficiency targets, renewable energy integration and improvements to the public and residential infrastructure around renovated buildings.

A resident well-being survey carried out for the roadmap looked at how people use shared indoor and outdoor spaces, and what stops them using these more. The findings, covering everything from heat adaptation to social isolation, directly shaped the roadmap’s goals and priorities for the pilot area.

The roadmap also sets out how Elektrėnai’s Resource Centre (or one-stop shop) can act as a trusted point of contact for residents navigating renovation, and lays out a communication framework designed to reach households who are otherwise hardest for renovation programmes to engage, including older residents and those facing energy poverty.
