JustReno: A methodological approach to identify worst performing buildings and vulnerable households

Europe’s renovation efforts are increasingly expected to focus on the buildings that perform worst on energy and on the households that struggle most with energy costs. For municipalities, the difficult part is often knowing where to start. This 3-pager from the JustReno project offers local authorities a clear and practical way to approach that question.

About this publication

The document introduces a structured and transparent approach that municipalities can use to find the worst-performing buildings in their area and to understand which households are most vulnerable. It then shows how to bring the two together, so that renovation support, funding and advice can reach the places where they are needed most.

The approach connects to EU policy priorities on building renovation and energy poverty, but it is designed to be flexible. Every municipality has a different building stock, a different data landscape and different capacities, and the approach can be adapted accordingly.
