Data-ready for 2027: Turning European building data into action

At the "Data ready for 2027: Supporting National Building Renovation Plans with EU-funded solutions and the EU Building Stock Observatory" event on 07 October in Brussels, participants explored how EU-funded solutions and the EU BSO can support National Building Renovation Plans. Discussions highlighted the need to build on a decade of progress in collecting building data and focus on translating evidence into implementation.

The event brought together stakeholders to discuss how EU-funded solutions and data initiatives can support the development and implementation of National Building Renovation Plans.

During the second session, Andreas Hermelink, Director at Guidehouse and Coordinator of the EU Building Stock Observatory (BSO), reviewed the Observatory’s first ten years, reflecting on its achievements and the lessons learned. Over this period, the BSO has developed into a shared European evidence base, helping improve understanding of the building stock.

However, as Andreas highlighted, the availability of evidence does not automatically lead to impact. The challenge now is to ensure that building data can be used more effectively to inform policy and support decisions on renovation.

Looking ahead, the ambition for the BSO is to evolve from an evidence base into an operating system for Europe’s building stock. By connecting and comparing information and supporting better decision-making, it could help bridge the gap between knowledge and implementation.

As Andreas summarised: “If the first BSO decade was about improving evidence, the next decade must be about helping Europe act on it.”

This shift will be important as countries work to turn their National Building Renovation Plans into effective action. Making better use of available data can help ensure that evidence supports practical decisions and progress towards Europe’s building renovation objectives.
