Analysis of gaps and barriers for financing Homeowners’ Associations and Multi-family Apartment Buildings

With over 41 million Europeans facing energy poverty, the need for improved building energy efficiency is undeniable. However, critical obstacles remain, including high upfront costs, insufficient investor interest, and inconsistent financing regulations across EU member states.

Homeowners’ associations (HOAs) and multi-family apartment buildings (MFABs) are important components of residential communities throughout the European Union (EU). Both face ongoing challenges related to maintaining and retrofitting buildings to meet the requirements of the EU Green Deal. One of the most problematic issues is how to finance the renovation of these buildings, especially in the context of improving energy efficiency in the face of the growing problem of energy poverty in the EU.

This report examines the financing landscape for HOAs and MFABs in Bulgaria, Hungary and Lithuania, focusing on the significant challenges and opportunities in securing loans for energy efficiency renovations that align with the European Union’s Green Deal.

The results reveal the current state of development banks investing in energy-related projects. It provides an overview of how these banks make decisions on funds allocation, including the conditions and factors that influence such decisions. In addition, it examines the functions of development banks, their primary objectives and priorities, and offers a comprehensive overview of the latest trends in the sector.

This report contributes to exploring effective ways within and beyond the ComActivate project to actively participate in the process of influencing and providing guidance on new strategy development for capital market players. There is a particular focus on development banks targeting Central and Eastern European energy-related financing improvements in the energy performance of MFABs.
