The 2024 Energy Performance of Buildings Directive (EPBD) provides the EU with legislative drive to decarbonise its building stock by 2050. Turning the Directive’s provisions into results now calls for coherent national frameworks that bring together regulation, planning, data, financing, technical assistance, social safeguards and monitoring.

This final report distils what the EPBD.wise project learnt over three years of working alongside public authorities, energy agencies, experts and stakeholders in six focus countries: Bulgaria, Greece, Hungary, Poland, Romania and Ukraine. By analysing policy needs, surfacing good practice and developing tailored guidance, the project translated country-specific insight into lessons relevant for EPBD implementation right across Europe.

EPBD implementation should be approached as an integrated policy process, not a set of separate obligations. Recommendations must be grounded in clearly identified national needs, because there is no single blueprint for implementation; each Member State starts from a different position. Regulatory ambition has to be matched with enabling support, from financing to workforce capacity and help for vulnerable households. Stakeholder engagement, embedded throughout rather than bolted on at the end, strengthens both quality and ownership. Replication works only through contextual adaptation, and monitoring and evaluation belong in the implementation architecture from the outset.
