Key policy needs for EPBD implementation: one-page summaries

These seven one-pagers distil the findings of our report What is Needed for Effective EPBD Implementation? into concise, accessible visuals. They are designed as communications tools that stakeholders can use to quickly grasp the key highlights and policy needs identified for the transposition of the 2024 Energy Performance of Buildings Directive (EPBD).

The one-pagers provide at-a-glance insights into challenges, opportunities, and specific policy requirements. Policymakers, practitioners, and stakeholders can use them to inform national debates, guide planning, and support communication around the measures needed to achieve a zero-emission building stock by 2050.

The seven one-pagers cover:

  • Barriers to EPBD implementation – outlines the main technical, financial, and administrative obstacles that hinder effective implementation across Member States.
  • Categories of policy needs – groups policy needs into broad categories such as data, finance, workforce skills, and stakeholder engagement to provide a clear framework for action.
  • Energy performance certificates (EPCs) – highlights what is needed to improve the reliability, comparability, and usability of EPCs so they can become stronger drivers of renovation.
  • Minimum energy performance standards and national trajectories – sets out the requirements for designing and enforcing MEPS and trajectories that are ambitious, achievable, and socially fair.
  • National building renovation plans (NBRPs) – explains how NBRPs can align national targets, measures, and financial tools to create coherent, long-term renovation strategies.
  • Renovation passports (RPs) – describes how personalised renovation roadmaps can accelerate building upgrades, provided they are credible, user-friendly, and linked with financing options.
  • Zero emission building standard – summarises the key elements needed for a robust ZEB definition and framework, ensuring technical feasibility and affordability while driving long-term decarbonisation.
