ComActivate: BASELINE REPORT ON THE STATE OF THE ART RESOURCE CENTRES IN THE DEMONSTRATION SITES

Across Central and Eastern Europe, many residential buildings remain energy inefficient, with significant potential for renovation and energy savings. However, homeowners and housing associations often face multiple barriers when attempting to renovate, including limited access to financing, complex administrative procedures and a lack of accessible technical guidance.

The ComActivate project explores how Resource Centres (RCs) can help address these challenges by acting as local hubs that guide communities through the renovation process and connect them with relevant expertise, financial support and administrative assistance.

This baseline report provides an overview of the current state of play in the ComActivate demonstration sites, assessing the conditions for establishing or strengthening Resource Centres that can support renovation in multi-apartment residential buildings.

The analysis focuses on four pilot locations: Burgas (Bulgaria), Józsefváros in Budapest (Hungary), and the Lithuanian municipalities of Elektrėnai and Kaišiadorys. It examines the characteristics of the local building stock, the policy and financing frameworks available for renovation, and the main barriers and opportunities that influence renovation activity in each area.

By mapping the local context, stakeholder landscape and renovation challenges, the report provides an important foundation for the next stages of the ComActivate project, helping partners design Resource Centres that respond to local needs and effectively support communities in improving the energy performance of their buildings.
