ComActivate: Sustainability, business and investment plans for the operation of local resource centres in Central and Eastern Europe

Local resource centres (i.e. one-stop shops) can play an important role to help navigate building renovation, but keeping these services running over the long term is not straightforward. These reports examine what it takes to build sustainable resource centres that can support renovation in different local contexts.

As building renovation accelerates across Europe, more households and building communities will need practical support to understand their options, access funding and manage complex renovation processes. Local resource centres (or one-stop shops) can help fill this gap, acting as a bridge between residents, public authorities and the wider renovation market.

As part of the ComActivate project, three Sustainability, business and investment plans have been prepared for resource centres in Hungary (municipality of Józsefváros), Bulgaria (municipality of Burgas), and Lithuania (municipalities of Kaišiadorys and Elektrėnai). These repots and the overarching Summary Report examine how each centre operates today and what will be needed to support their development and long term operation towards 2030.

Each report looks at the different conditions shaping the individual resource centres, from the status of the local building stock to available renovation funding, staffing, institutional support and the needs of the communities served. As the Summary Report shows, all four centres face several common questions around how to maintain stable funding, respond to changing demand and reach households that may be least likely to seek support on their own.

Each report also explores how resource centres can develop beyond basic information services, while remaining rooted in local realities. From supporting apartment building renovations to building trust through community outreach, the report highlights the different roles these centres can play in making renovation more accessible.

Drawing together the lessons from the four locations, the Summary Report offers a closer look at what can help local resource centres across the EU become lasting parts of the renovation landscape.
