Development of Renovation Passports: Policy Guideline Summary

How can we solve the EPBD implementation puzzle? This latest report from the EPBD.wise project provides practical guidance to help EU Member States design and implement effective Renovation Passport schemes in line with Article 12 and Annex VIII of the Energy Performance of Buildings Directive (EPBD 2024/1275).

The Renovation Passport is a step-by-step renovation roadmap designed to guide building owners towards zero-emission building standards by 2050. It can be linked to the Energy Performance Certificate and, where available, to digital building logbooks. Its use remains voluntary unless a Member State decides otherwise, and different approaches can be applied for different building types.

A central challenge is translating the EPBD’s framework into practical action. The guidelines address this by distinguishing between the mandatory core elements that keep renovation plans affordable and scalable, and the optional extensions that allow Member States to tailor the Renovation Passport to specific needs and user groups.

The report also maps key interlinkages with other EPBD policy instruments: zero-emission buildings, minimum energy performance standards, the national building renovation plan, and the Article 22 database to support structured monitoring and reporting. An implementation timeline and a draft Renovation Passport template developed by EPBD.wise are included as practical tools for national authorities.
