ComActivate: Community Engagement Toolkit

Renovating buildings and transforming neighbourhoods can only succeed when residents understand, trust and help shape the changes that affect them. Yet engaging communities, particularly energy-poor households and vulnerable groups, requires approaches that reflect their everyday realities and needs.

Developed through the EU LIFE-funded ComActivate project, this toolkit draws on three years of experience across four pilot municipalities: Burgas in Bulgaria, Józsefváros in Hungary, and Elektrėnai and Kaišiadorys in Lithuania. It brings together practical tools and lessons learned while developing neighbourhood energy sufficiency roadmaps, from making technical renovation plans accessible to adapting engagement methods for different social groups.

The toolkit explores how municipalities and other local actors can build trust, reach underrepresented residents and involve communities in shaping their neighbourhoods’ energy transitions. It provides a structured yet adaptable approach to planning, delivering and sustaining engagement, helping practitioners better understand local needs and ensure residents have a meaningful voice in decision-making.

Designed for community engagement coordinators and practitioners in municipalities, one-stop shops and other institutions, the toolkit offers practical guidance that can be applied and adapted across neighbourhoods throughout Europe.

Explore the toolkit for practical tools, real-world lessons and guidance on making community engagement an integral part of a fair and inclusive energy transition.
