Implementation of Active Energy Performance Contracting at national level: status of Belgium, Italy, Portugal and Spain detailed

The H2020 AmBIENCe project published four country factsheets detailing the status of Energy Performance Contracting in Belgium, Spain, Italy and Portugal.

AmBIENCe – Actively Managed Buildings with Energy Performance Contracting- is an H2020 project that aims to extend the concept of energy performance contracting for active building and making the model available and attractive to a wider range of building typologies.

The four country factsheets present a comprehensive overview of the current situation in the countries represented in the AmBIENCe Consortium (Italy, Belgium, Portugal and Spain).

The factsheets show that Belgium and Italy are in a good track for receiving the Active EPC, whereas Spain and Portugal still need to overcome significant barriers to receive and implement the Active EPC. A strong legislative background and standards established for energy efficiency in buildings, well-developed EPC market, the establishment of product requirements according to the concept of “technology-neutrality” are among the main enablers for the implementation of Active EPC at country level.

On the other hand, the insufficiency of market players as aggregators, the lack of economic and contractual incentives, the privacy issues for data and the high cost for the qualification and measurement & verification equipment to create flexibility from demand side are identified as main barriers for the implementation of this innovative concept.
