JustReno: Ensuring a socially just building decarbonisation – An assessment of Poland’s Social Climate Plan

This report assesses Poland’s draft Social Climate Plan, with a focus on the investments planned for buildings and on how the plan addresses energy poverty and worst-performing buildings.

The Social Climate Fund, established by Regulation (EU) 2023/955, is designed to address the social and distributional impacts of the Emissions Trading System for buildings, road transport and additional sectors (ETS2). To access the fund, each Member State must prepare a Social Climate Plan setting out its national approach for 2026–2032.

Poland’s draft Social Climate Plan is built around four components: buildings, transport, direct income support and technical assistance. Poland is set to be the largest beneficiary of the fund in the EU, with estimates of over €11 billion. The buildings component includes eight investments with an estimated total cost of approximately €5.95 billion, including the national contribution.

Developed as part of the JustReno project, this report assesses the draft plan with a focus on buildings. It looks at how vulnerable households and worst-performing buildings are identified, presents regional data on energy poverty, assesses the eight investments in the buildings component, and reviews the plan’s governance, its links with other strategic documents, the public consultation process and its financing. The report closes with a checklist summarising how the plan covers the categories assessed.

The report, which was prepared by Szymon Firląg and Marta Chterev (The Union of Employers – Manufacturers of Construction Materials), is a useful read for anyone following Social Climate Plans in Poland or elsewhere in Europe.

The full report is available to download in both English and Polish.
